How do we ensure we have inclusive disaster planning in the community?

Lahat Dapat is a short documentary video about people with disabilites (PWDs) from Barangay Pansol, Bagong Ilog and Ugong; Metro Manila, Philippines. Navigating through their urban spaces and positioning themselves as an important sector of the community, PWDs explore creative ways and means to organize their collective experience, and push fowrard incusivity in disaster risk reduction management planning, implementation and recovery phases.

"Using documentary film practice, the Lahat Dapat team documented the second phase of the Lahat Dapat Inclusive DRRM Toolkit Project which took over a year to complete. This successfully incorporated creative ways of data gathering including card games, photo voice, geo-narratives, and map-making workshops - tools that enhanced Video and photo documentation was necessary in the formation of the film. The participation of key persons from the PWD organizations of our location was also essential in weaving the narrative of the story. Lahat Dapat's overarching goal is the inclusion of different sectors in Disaster Risk Reduction (DRR) planning process. Key findings from the project are as follows: the creation of a creative and engaging toolkit contributes to inclusive DRRM planning. Determining the common needs of PWDs is a complex process and therefore needs thorough attention for maximum participation. Film documentation played a crucial role in the project as it was able to locate spaces that were significant to the sectors. The audio-visual output fortified the narratives and testimonies of the project participants and can contribute to other academic or community endeavors centering on inclusivity in disaster planning. "
